"Galatia" was both a place and a people. It was a blending place
where Celts and Gauls eventually settled in what is now central
Turkey, after conflicts with the Romans and Macedonians. There was
also a strong Greek background in the area. In 25 BC, it was
declared a Roman Province. The fact that Paul wrote this Book is
virtually unchallenged, and the first verse declares him to be the
author. He wrote the letter either from Ephesus (AD 53-56) or from
Macedonia (AD 56).
